The Elks Club constructed this building in 1919 as Lodge #288. Its first floor served as commercial space, the second and third floors as the lodge, the fourth floor as residences, and the basement as a pool hall and bowling hall, reached by a grand staircase from a once prominent south entrance. Many parties and balls were held in the grand ballroom. After the Elks Club relocated in the 1960's, the building retained its commercial use at street level while the upper floors were converted into 23 apartments. Exterior renovations in 2006-2007 restored the Brown Building closely to its original character, and the interior apartments were reappointed in 2006 to provide additional market-level accommodations in downtown Pendleton. It is the only architectural example of the Chicago School Revival Style in Pendleton, and a faux clock stands above the north entrance.
