By authority of an Act of Congress of April 29, 1930, this honors deceased chiefs of the Cheyenne River Sioux Tribe of Indians and the valiant men of the tribe who made the supreme sacrifice in the service of the United States in the World War of 1917–1918. The chiefs named are Long Mandan, One Horn, White Swan, Little Bear, Black Shield, Black Moon, White Bull, Crow Feather, Spotted Eagle, Brown Thunder, Council Bear, Flying By, Black Eagle, Swift Bird, Four Bear, Black Spotted Horse, No Heart, Charger, Rattling Rib, and Red Tomahawk. Those named for World War service are Joseph Dupree, Henry Running Rattle, Moses Clown, David Larrabee, and Isaac His Horse Is Fast.
