Presented to the City of Harper in 1909 by the Study and Social Club under the direction of club president Mary Coulson and club founder and teacher Josephine Weatherly at a cost of $375.00, the fountain originally stood on this site, was accepted for the city by Mayor M. S. Shephard, replaced the town water pump, and served as a watering station for people and animals for 60 years before a more modern structure replaced it in 1969. In 1983, under the direction of Brian Ede and through the combined efforts of the Harper Chamber of Commerce, Inc. and monetary contributions from many former and current area citizens, the fountain was restored and returned to this original site, where it was accepted on behalf of the city by Mayor Hubert Johnson and dedicated with respect to the citizens of Harper past, present, and future on October 22, 1983.
