Robert M. Bell Parkway was named in 1985 by action of the Aiken County Legislative Delegation and Highway Commission in recognition of an outstanding citizen and his many contributions to the life and well being of his county, district, and state. Robert M. Bell served as 2nd District member of the S.C. State Highways and Public Transportation Commission from 1982 to 1986.
