In 1923, Doane Robinson first suggested a colossal sculpture in the Black Hills. In 1924, Gutzon Borglum made his first visit to the Black Hills. In 1927, President Calvin Coolidge gave an address at Mount Rushmore and the first actual drilling began. In 1929, Senator Norbeck sponsored legislation for the first federal funds and for the creation of the Mount Rushmore National Memorial Commission. In 1933, the National Park Service was first given jurisdiction of the project. In 1936, President Franklin D. Roosevelt visited. In 1940, Congress made the final appropriation for completion of the Mount Rushmore sculpture project. In 1941, Gutzon Borglum died in Chicago.
