Decatur was selected as a county seat on May 18, 1836. Its founders were Samuel Rugg and Thomas Johnson, and Jacob Hofer surveyed the town. The land for the site was owned by Thomas Johnson. A special county board composed of William Johnson, Joseph M. McMaken, William Stewart, and Robert Hood selected Decatur, and Thomas Johnson donated the courthouse square and several church sites.
