Roswell Pettibone Flower, a Jefferson County native, was born on August 7, 1835, and died on May 12, 1899. He served as a United States Congressman from 1881 to 1883 and from 1889 to 1891, including service in the Forty Seventh and Fifty First Congresses, and was the 30th Governor of New York State from 1892 to 1894. He was remembered for his noble manhood, distinguished public services, and loving kindness to all.
