The Horton Civic Center was a Works Progress Administration and City of Horton project carried out from 1937 to 1939 under City Engineer Harve Lingo and foreman Shelton Boyd. Built from locally quarried limestone, it was erected by the Works Progress Administration and the City of Horton in 1938.
