The people of Northumberland County dedicated this memorial as a lasting expression of gratitude and affection for the young men of the county who, in a spirit of unselfish patriotism, answered their country's call in the Great World War; those killed in battle were Willard Stanley Hazzard, William Henry Archibald Butler, Samuel Herbert Bailey, and Rosser Henry Kent.
