Willis W. Alsobrook contracted to build this “gaol” for Lancaster District according to plans and specifications signed by Robert Mills. In 1868 Lancaster District became Lancaster County, and the structure became the Lancaster County Jail. Robert Mills of Charleston, South Carolina, the state's civil and military engineer, was America's first native-born, professionally trained architect and is best known as the designer of the Washington Monument.
