Camp Edwin F. Glenn, named after a former post commander, was constructed in 1935 within the larger Fort Harrison area and was set up as a self-contained camp. Residents lived in 360 tents placed on concrete pads, with mess halls and shower buildings circling the compound, while a butcher shop, ice house, and mechanic's building allowed the camp to function independently from Fort Harrison. It originally housed the Citizen's Military Training Camp and over time served many purposes. From 1934 to 1941, the Citizen's Military Training Camp provided young men with military training leading to full commission as Reserve Officers. From 1933 to 1941, Camp Glenn also housed the Indiana District Headquarters for the Civilian Conservation Corps, where administrative and planning support for Indiana's CCC was located. From 1941 to 1943, it served as a World War II Military Police School, and from 1944 to 1945 it was a prisoner of war camp that held both Italian and German prisoners. Camp Glenn represents an era of changing defense needs in the nation, and in 1995 it was designated a National Historic District.
