In 1970, the City of Dayton decided to expand the nearby wastewater treatment plant. The Dayton Society of Natural History signed a contract with the City to conduct excavations at the site, then referred to as the Incinerator Site, under a provision allowing the City to stop excavations and begin construction with three days notice.
