Runnels County was formed from Bexar and Travis Counties, created February 1, 1858, and organized February 16, 1880. It was named in honor of Hiram G. Runnels, 1796–1857, a lawyer, Governor of Mississippi, and member of the Texas Legislature. The county seat was Runnels City in 1880 and has been Ballinger since 1888.
