John Paul, a Pennsylvanian who came to Indiana, established himself on the river site where in 1810 he laid out a town for the county seat of Jefferson County and named it Madison in honor of the then president. He was the first territorial representative from Jefferson and Clark Counties, a member of Indiana's first Constitutional Convention, and when Indiana became a state in 1816 he was elected a state senator.
