Franks Tract State Recreation Area is a boat-accessible expanse of open water in California’s Sacramento–San Joaquin Delta that began as reclaimed farmland developed between 1902 and 1906 by Dr. N.K. Foster and F.C. Franks. Once an important peat-producing and farming area, it was permanently flooded after a False River levee break in February 1938. A portion later served as the Antioch Bombing Target for the United States Navy, and California established the recreation area in 1959. Today it is used chiefly for fishing, waterfowl hunting, and bird habitat, while also remaining at the center of debate over large-scale restoration and water-management changes.
