Approximately 100 feet south of this spot stood the home of Frank W. Higgins, a distinguished citizen and businessman who contributed greatly to the development of Olean and was elected State Senator in 1894, Lieutenant Governor in 1902, and Governor of the State of New York in 1905-06.
