Union Civil War veterans and townspeople constructed the county's largest frame building about 1910 as a meeting place for Garfield Post 39, Grand Army of the Republic, and as a community center. At the request of Women's Relief Corps 9, auxiliary to the post, the city gave it to Zephyr Post 118, American Legion, the first veterans group to organize after the GAR disbanded.
