Combs, councilmembers A. M. 'Tony' Rodriquez, Patricia Fowler, John W. McLaughlin, Joe T. Brinkley, and Carol Swart, Town Manager Mark Fooks, contractor Town of Clifton Work Force, grantswriter Walter Mares, and Ryden Architects, funded by Phelps Dodge Mining – Morenci, CDBG, SHPO, and ADOT.
