The City of Alcoa was incorporated by Tennessee Private Act Chapter No. 510, effective July 1, 1919. Its initial government consisted of three city commissioners: C. L. Babcock, mayor; S. A. Copp; and W. V. Arnold. V. J. Hultquist was appointed city manager, Arthur B. "A. B." Smith city recorder, and Homer A. Goddard city attorney. In 1919, the city's first city commission meeting included Hultquist, Blair Wilcox as city engineer, Copp, Babcock, Arnold, Goddard, and Smith. During the city's history, Rev. Stone Carr and Betty Rush were elected its first African American and female city commissioners in 1968, Tanya Henderson Martin, one of the first 15 African American students to integrate Alcoa High School in 1963, was elected its first female African American commissioner in 2018, Donald R. Mull served as mayor from 1983 to 2018 as the city's longest-serving mayor, the present municipal building opened in 2000, and the Aluminum Company of America fabricated an aluminum token for the city's 50th anniversary in 1969. The city celebrated its Centennial in 2019.
