Rhode Island implemented the first statewide enhanced 9-1-1 uniform emergency telephone system in the United States of America under the direction of the 9-1-1 Authority on November 21, 1988, with Honorable Zygmunt J. Friedmann serving as chairman and Colonel Ernest E. Ricci as executive director.
