From March 2003 to December 2011, Hillsborough County lost 19 service members and Florida lost 171 service members in Iraq. The dead included members of the U.S. Army, U.S. Marine Corps, and U.S. Navy, with names listed from across Florida and from Hillsborough County in particular. The inscription also records nationwide losses in the Iraq War, giving Operation Iraqi Freedom casualties from March 19, 2003, to August 31, 2010, as 31,936 wounded in action and 4,423 killed in action, and Operation New Dawn casualties from September 2010 to December 31, 2011, as 19,334 wounded in action and 66 killed in action. It identifies Jonathan L. Gifford, a private in the U.S. Marine Corps, as the first casualty on March 23, 2003, and David E. Hickman, a specialist in the U.S. Army, as the last casualty on November 14, 2011. It further honors Iraq War Medal of Honor recipients Paul R. Smith, Michael A. Monsoor, Jason L. Dunham, and Ross A. McGinnis, and expresses enduring gratitude to the wounded, the fallen, and their families.
