Dennis Gerard Pugh was born on February 10, 1944, in Hutchinson, Kansas, attended grade school in New Cambria and high school in Salina, graduated in 1962, studied for one year at the University of Kansas, then entered the United States Air Force Academy in Colorado Springs and graduated in 1967. He later completed a master's degree in qualitative analysis-mathematical methods at UCLA, took navigator's training at Mather Air Force Base in Sacramento, and completed combat crew and survival training before going overseas. Sent to Ubon, Thailand, on September 15, 1969, to fly F-4s, he was serving as a weapons systems officer on a Forward Air Controller mission with Captain Richard A. Rash on March 19, 1970, when their F-4D came under hostile ground fire over the Ho Chi Minh Trail in Khammouane Province, Laos, and both men ejected about 15 kilometers south of Mu Gia Pass. Rash was injured, but Pugh was unhurt, and although search and rescue forces made radio contact with both men, darkness prevented recovery. The next day rescuers again reached Pugh by radio as hostile forces closed to within ten meters of him, and at his request ordnance was placed on his position after excited Asian voices and gunfire were heard over his transmission. Rash was rescued on March 21 and said he had heard small arms fire from Pugh's location before losing radio contact. Efforts to find Pugh failed, and he was first declared missing in action and later killed in action, body not recovered, on a presumptive finding of death. In 1984 U.S. intelligence received a report about a shootdown in which one airman was rescued and one taken prisoner, possibly connected to this incident, though Rash and the search and rescue pilots believed Pugh had died. No later information established his fate, his family continued seeking answers, and he was posthumously promoted to Major.
