Joseph L. Ruffley was a founding member of the Gallitzin Area Tourist Council and served as its historian. He was also one of the hands-on crew who lovingly restored the caboose from a rusted-out hull into the centerpiece of the GATC "Tunnels' Park," Gallitzin's destination of choice for visitors from around the world. He loved to personally greet visitors and share his vast knowledge of and personal experiences from the Pennsylvania Railroad.
