Construction of the Cumberland County Covered Bridge began with the October 26, 1998 closing and removal of the old 1920 concrete tru-truss bridge, whose poor condition included a severely undermined pier footing. From January through April 1999, work focused on the west abutment, including excavation into shale and rock, pouring the footing, and forming and pouring the lower and upper sections, though flooding in January 1999 halted work. From May through August 1999, crews built the east abutment by driving sheet piling for a cofferdam and H-pile for the footing, pouring concrete footings, placing reinforcing steel, and completing the abutment despite another flood. From September 1999 through February 2000, the trusses were assembled from pre-cut, glue laminated, and drilled materials delivered to the site, including 100 ft. arch halves and a total of 394 tons of wood and 40 tons of steel plates and bolts. In March and April 2000, arches and trusses were hoisted into position, connected to the abutments, supported by temporary shoring and bracing, and fully set in place. From April through May 2000, upper cross bracing, floor beams, and roadway decking were installed, after which the bridge trusses stood on their own. From June through August 2000, crews added sidewalks, handrails, siding, roof trusses, and shingles. From September 2000 through April 2001, they raised the roadway grade on the east end, paved the approaches, and installed guardrails, completing the Cumberland County Covered Bridge after two years of construction, from October 23, 1998 to April 23, 2001. The project involved workers and officials including designer Elmer G. Pyle, Cumberland County Engineer Gary Kruger, project engineer Mark Tucker, and technician Elly Osborne, whose daily photographs helped preserve the history of the construction.
