About two miles west of this location, a unique bridge built in the 1920s crossed the 11-foot-diameter flowline that ran through fertile farmland west of Grace Dam. Turner, a small agricultural community west of Grace, was settled in the late 1890s and was first known as China Flats before being renamed Turner in 1900 when a school and post office were established. The bridge provided a crossing over the 11-foot-diameter wood-stave flowline that carries water about 4.5 miles from Grace Dam on the Bear River to the Grace Power Plant. Its original concrete-and-steel culvert structure used two steel arch pipes on concrete and pile foundations, with roadway fill held above the arches by concrete wing walls, and it spanned two flowlines from Grace Dam, one of which was removed in the 1980s. The design was considered unique and efficient, and the specially designed arches stood for decades, but deterioration of the concrete wing walls eventually made replacement necessary to protect the penstock below. In 2016, the original bridge was replaced by the current structure using geosynthetic reinforced soil integrated bridge system technology, which is built by alternating layers of engineered backfill with sheets of geosynthetic reinforcement. This newer bridge reflects technology used across the United States. A flowline carries water from a dam at lower pressure to the point where the pipe slope steepens enough to raise pressure and drive turbines in the powerhouse, and that steeper, higher-pressure section is called a penstock.
