Comte Francois Joseph Paul de Grasse, admiral of the French fleet, was called the "Arbiter Of The War" by General George Washington after his victory in the only decisive naval battle of the American Revolution, fought at the Virginia Capes on Sept. 5, 1781, one of history's most significant battles, which presaged the British surrender at Yorktown and the fulfillment of the dream of an independent America.
