The United States House of Representatives is the lower chamber of Congress, meeting in the Capitol with the Senate while holding distinct powers that include initiating revenue bills, impeaching federal officers, and electing the president when the Electoral College produces no majority. Created through the Connecticut Compromise, it began meeting in 1789 and allocates seats among the states by population, with members directly elected to two-year terms. Fixed at 435 voting members since 1913 except for a brief expansion, it has long reflected demographic and political change, serving as a major arena for conflict over slavery, party control, leadership reform, and modern partisan struggle.
