Dr. Henry D. Cogswell erected this fountain in honor of his cousin, William T. Cogswell. A staunch supporter of Prohibition, he was depicted holding a Temperance pledge in one hand and a glass of water in the other. The original statue, cast of zinc alloy in 1883, was stolen on July 4, 1885, dumped into Snipsic Lake, recovered, and then disappeared again shortly afterward. It reappeared on July 4, 1908, during the town centennial celebration, and was finally melted for scrap during World War II. The fountain base is one of more than a dozen similar Temperance-themed fountains he commissioned in notable cities such as San Francisco, Washington DC, and Philadelphia. The Rockville fountain is included on the Smithsonian Inventory of American Paintings and Sculpture. Through the generosity of Rosetta Pitkat, a lifelong resident of Rockville, the Rockville Downtown Association commissioned a replica by LeFevre Studios in New York City using existing written and photographic archives, and funds to restore the fountain base came through a State of Connecticut Small Cities Grant.
