British Admiral Cockburn's flagship arrived in the Upper Bay on April 28, 1813, with twelve barges carrying about 450 men. From there, they terrorized residents along the Sassafras, Elk, North East, and Susquehanna rivers. Thirty-six years earlier, another British force had anchored at the same spot off Turkey Point during a major campaign of the American Revolution. British barges ranged from 30 to 50 feet long and were open nearly from bow to stern. They were powered by oarsmen and sometimes sail. Most carried stationary cannons or swivel guns, and some carried rocket launchers.
