Operation Uphold Democracy, from 19 September 1994 to 31 March 1995, was an intervention intended to remove the military regime installed by the 1991 Haitian coup d'état that overthrew elected President Jean-Bertrand Aristidé. It was effectively authorized by United Nations Security Council Resolution 940 on 31 July 1994 and began as the United States and its allies prepared a forced entry into Haiti, with U.S. Navy and Air Force elements staging to Puerto Rico and southern Florida to support an airborne invasion led by elements of United States Special Operations Command and the U.S. 82nd Airborne Division under Joint Task Force 120. As invasion forces prepared, including elements of the 82nd Airborne already in the air, a diplomatic effort led by former President Jimmy Carter, U.S. Senator Sam Nunn, and retired Chairman of the Joint Chiefs of Staff General Colin Powell persuaded Haiti's leaders to step down and allow elected officials to return to power. With that success, the mission shifted from combat to peace-keeping and nation-building through deployment of a U.S.-led multinational force in Haiti, made up primarily of members of the 3rd Special Forces Group along with the 101st Military Police Company, Marine Forces Caribbean, units of the 10th Mountain Division in Port-au-Prince, Army Logistics Command support through the Joint Logistics Support Command, and significant U.S. Coast Guard command, control, and communications support from cutters in Port-au-Prince Harbor. The 10th Mountain Division was later relieved by units of the 25th Infantry Division under Major General George Fisher, which deployed from Schofield Barracks, Hawaii, on 4 January 1995 and assumed command on 9 January 1995 as the headquarters element of the Multinational Forces, Combined Task Force 190, Republic of Haiti. The U.S. Army Reserve's 458th Transportation Detachment from Belleville, Illinois, was activated and reported to Ft. Bragg, North Carolina, within 48 hours, the fastest deployment of a Reserve unit, and manned the 18th Corps Joint Movement Control Center in support of the mission.
