Under the May 10, 1854, treaty between the United States government and the United Tribe of Shawnee Indians, the Shawnee ceded nearly 1,600,000 acres and were left with approximately 200,000 acres, with 200-acre allotments to each family member. Paschal Fish, a Shawnee tribal leader, received 1,200 acres in this part of Douglas County for himself, his wife Martha, and their children Obediah, Eudora, Leander, and Mary Ann. He and his brother Charles operated a ferry across the Kansas River just north of present-day downtown Eudora, frequently used by the U.S. Army from Fort Leavenworth, and he also operated the Fish Hotel along the Westport and Fremont Trails, where travelers received food and shelter and where Kansas Territorial Governor Andrew H. Reeder stayed on May 1, 1855. A Methodist minister, Paschal Fish was instrumental in establishing the Wakarusa Indian Mission in Eudora between 1848 and 1850. In 1854, German emigrants in Chicago formed a settlement company, and after visiting prairie land south of the meeting of the Wakarusa and Kansas rivers that was owned by Paschal Fish, they chose it for settlement. In 1857, agents Charles C. Durr and Louis W. Pfeif purchased 774 1/2 acres from Fish for $10,000, and at his request the new town was named for his daughter Eudora. An 1861 account in The Lawrence Republican portrayed Eudora as a thriving, energetic village founded about four years earlier by Germans, with schools, a town house, a bridge across the Wakarusa, mills, stores, mechanics' shops, and substantial dwellings, and noted a fine store and dwelling being erected by Paschal Fish. Paschal Fish, born in 1805, moved about 1870 to Indian Territory near Miami, Oklahoma, and on February 2, 1893, was found frozen to death near Tar Creek close to his home near the Kansas-Oklahoma border. His daughter Eudora Fish, born about 1848, married Dallas Emmons on May 2, 1868, lived in LaCygne, Kansas, had four children, and died unexpectedly in 1877 at age 29.
