After receiving reports from the Lewis and Clark Expedition in the summer of 1803, President Thomas Jefferson concluded that for the United States to reach its full potential it needed to expand westward with support from the central government. He turned to Treasury Secretary Albert Gallatin, who devised the plan to fund construction of the National Road, the first federally funded highway project in United States history.
