Built in 1929 by David H. Styer, the building housed his insurance business until 1956, when his son-in-law, J. Herbert Evans, purchased it. The Evans family lived on the second floor until Evans's death in 1965, when the building and agency were sold to James E. Millen II. He continued the insurance business under the name Styer and Evans and in 1985 sold the building to his son, James E. Millen III, the present owner. The Odd Fellows and the Eagles met there from 1932 to 1956, and construction of apartments and office space was completed by Kunkle and Millen in 1989.
