William Foster, born in Litchfield, N.Y., on Oct. 10, 1813, and died in Goodland, Ind., on Jan. 24, 1901, was remembered as the founder and father of Goodland, a true pioneer, active in the building of two railroads there, and prominent in the early business and social life of the community. Foster Park was established by Wm. Foster in 1868, when the town was founded and platted, with the southwest portion dedicated to public use at that time; in 1909 the northwest section was contributed by the community; and in 1929 the eastern half was added and this memorial provided by T. E. Mitten, 1864-1929, in grateful acknowledgement of kindly advice and financial assistance received in early life from Wm. Foster.
