New Philadelphia consisted of 144 lots laid out by Free Frank McWorter, a black man who bought his freedom from slavery in 1819 and eventually secured freedom for 16 family members for $14,000. He was the first settler in Hadley Township in 1829. Born in 1777 in South Carolina, Free Frank died on September 12, 1854, and is buried in the New Philadelphia cemetery one-quarter mile southeast.
