Toro Peak, the highest summit in Southern California’s Santa Rosa Mountains at 8,717 feet, occupies a complex patchwork of jurisdictions in Riverside County, with land divided among the San Bernardino National Forest, the Santa Rosa and San Jacinto Mountains National Monument, and the Santa Rosa Indian Reservation, which controls the gated summit area. Reached from State Route 74 by a steep dirt road and a final walk, the mountain is valued for sweeping views, isolation, and distinctive sky island ecology. Its forests include several conifer species, including limber pine, a remnant from the Ice Age, while snow and summer monsoons shape its climate.
