Theodore A. Penland, who lived from 1849 to 1950, was the last Commander-in-Chief of the Grand Army of the Republic. A rose garden was dedicated to his memory by the Daughters of Union Veterans and the Woman’s Relief Corps, Auxiliary to the G.A.R. of Clark County, Washington.
