Edmund P. Kuempel represented constituents from Seguin in the Texas House of Representatives from 1983 to 2010, serving as chairman of numerous committees including Retirement and Aging, Administration, State Recreational Resources, and Licensing and Administrative Procedures. During his chairmanship of the House Administration Committee, he helped oversee the restoration of the Capitol and the construction of the underground extension from 1990 to 1993, a massive undertaking that provided greater safety for workers and visitors, greatly expanded legislative office space, and carried forward the Capitol's historic integrity. He showed dedication to Texas by ensuring greater development and support of the state's parks and recreation areas and practical environmental regulations. Known as a true gentleman with friends on both sides of the aisle, he tried to resolve conflicts reasonably and represented the interests of his constituents first and foremost. Born and raised in Austin, he graduated from Austin High School and received a B.A. in Business from Texas Lutheran College in Seguin while playing baseball.
