Top of the Rockies National Scenic Byway is a 115-mile route through Colorado’s high Rocky Mountains connecting Aspen, Twin Lakes, Leadville, and Interstate 70. Following Highway 82 over Independence Pass and U.S. 24 through Leadville, with a spur on Highway 91 to Copper Mountain, it is shaped by altitude, passing Mount Elbert and Mount Massive and crossing the Continental Divide at Independence, Fremont, and Tennessee passes. The route joins dramatic mountain scenery with Colorado’s mining history, including the ghost town of Independence and Leadville, whose historic district is a National Historic Landmark and whose downtown is the highest incorporated city center in North America.
