Completed in January 1909, the Kern County Hall of Records is the oldest government building in continuous operation in Kern County. Los Angeles architects Robert Train (1869-1951) and Robert Williams (1874-1960) originally designed and constructed it in the Beaux Arts architectural style. The building had large windows and a rotunda that trapped heat inside. In 1939, local architect Frank Wyncoop (1902-1976) redesigned it in the PWA Moderne architectural style, remodeling the rotunda, removing the statues on the roof, and covering most of the intricate exterior design features. In 1988, Bakersfield architect William R. Tuculet modernized the building, the Klassen Corporation reconstructed it, the original multi-color design was restored with repainting, and storm doors were added to the front.
