Putnam County's first park was established in 1971 under the Board of Supervisors, with Edward S. Tuttle as chairman and members representing Southeast, Kent, Putnam Valley, Carmel, Philipstown, and Patterson, alongside Clerk John P. Morris. Former board members Jeremiah R. Downey, George F. Krauss, and William C. Mathers were also recognized. The Park and Recreation Advisory Committee, chaired by J. Harrington Nicholson with Thomas E. Still and Secretary George R. Wiegard, as well as former members Kenneth Atherly, Robert Dickensheets, John Kuck, Wilbur Opdyke, and Otto Romanino, helped support the effort. Contributions to the park also came from Arnold – Dain Corporation, Boy Scouts of America, Brewster transit Mix, Dain and Dill, Mahopac Supply, Inc., Putnam Mason Supplies, Inc., Rotary Club of Mahopac, Schipp Construction Co, and U.S. Plywood Research Center, along with volunteers whose moral and physical support made the park a reality.
