Richard Milton Strauser was a 35 year veteran of the Virginia Department of Transportation and served as Resident Engineer for Carroll and Floyd Counties during the construction of this award-winning section of Interstate 77. He was also a decorated veteran of World War II who served with the 2nd Armored Division, U.S. Army.
