This building was erected from a fund left to the Town of Douglas by the will of Moses Wallis, dated 1841, to be maintained forever as a town hall for the citizens of Douglas. It was dedicated in 1923 and served as the Douglas Town Hall until 1990. A clock and bell were installed in the tower in 2009 to fulfill a requirement in the Moses Wallis devise and to recognize and honor the generosity of Moses Wallis.
