William P. Downing arrived in Bend in 1902 from Bemidji, Minnesota. He began by selling lunches to millworkers and turned that venture into a restaurant on Bond Street. Seeking to expand further, he set his sights on opening a hotel. Construction began in 1919, but higher-than-expected building costs delayed completion until 1920.
