This building was a gift from Andrew Carnegie to the people of Halstead in A.D. 1917. It also honors all the volunteers who helped during the 1993 floods in Halstead and thanks all who assisted in so many ways, reflecting neighbor helping neighbor as what makes Halstead a caring and special place to live.
