California State Capitol was originally constructed from 1860 to 1874. Miner F. Butler won the design competition in 1860. Supervising architects during construction were Ruben Clark from 1860 to 1865, Gordon P. Cummings from 1865 to 1870, Kenitzer and Bennett from 1870 to 1871, and Gordon P. Cummings again from 1872 to 1874. The building was restored and structurally strengthened from 1975 to 1982 under authority of Assembly Bill 2071, sponsored by Assemblyman Leon Ralph in 1975, and Assembly Bill 1547, sponsored by Senator Lou Cusanovich in 1980. Participants in the restoration included the California State Legislature, Joint Rules Committee Chairman Louis J. Papan, Presidents Pro Tempore of the Senate James R. Mills from 1975 to 1980 and David A. Roberti from 1980 to 1982, Senate Rules Committee Vice Chairman Ray Johnson, Speakers of the Assembly Leo T. McCarthy from 1975 to 1980 and Willie L. Brown from 1980 to 1982, Assembly Rules Committee Vice Chairman William H. Lancaster, Governor Edmond G. Brown, Jr., the Department of General Services under directors Leonard M. Grimes Jr. from 1975 to 1977 and David E. Janssen from 1977 to 1982, Supervising Architect John C. Worsley, Deputy Supervising Architect Dale E. Dwyer, architect Welton Becket Associates, Historical Consultant Ray Girvigian, structural engineer URS/John A. Blume and Associates, and contractor Continental Heller Corporation/Swinerton and Walberg Co.
