The mill site area of historic Scottsville developed through a succession of industrial uses from 1816 to 1970. In 1816 Donald McVean and Abraham Hanford operated a grist mill. In 1830 Abraham Hanford and Powell Carpenter built a mill race, and Powell Carpenter established a brick mill the same year. By 1880 the site was the Scottsville Cider Mill. In 1886 it became the L.M. Godley Flour Mill, and in 1887 a Godley Mill warehouse was added and a Penn. R.R. switch was laid. The site continued as the Scottsville Milling Company in 1893 and the Wheatland Milling and Power Company in 1904. In 1905 it supplied electric lighting for Scottsville. Later uses included Smith's Grain Mill in 1912, the Flower City Tissue Mill in 1916, the Scottsville Paper Boxboard Corporation in 1921, the Lawless Brothers Boxboard Paper Mill in 1925, Dorey Corrugated Paper Boxboard in 1947, and the Rodwin Industrial Center in 1970.
