Pennsylvania's first traffic circle was built at the gateway to Scranton to facilitate traffic and reduce fatalities and accidents on the highway superhighway between Scranton and Carbondale. The circle was constructed under the supervision of the Department of Highways of Pennsylvania with the authority and approval of the mayor and council of the City of Scranton.
