Federal Hill inspired Kentucky’s state song by Stephen Collins Foster in 1853. Judge John Rowan, a cousin, owned it and had the back wing built in 1795 and the front in 1818. Federal Hill became renowned as a center of legal, political and social activity. In the Senate Rowan led efforts to amend the U.S. judicial system and end imprisonment for debt.
