A bronze and brass bell made by the Buckeye Bell Foundry of Cincinnati in 1895 was purchased for $100 by the Village of Plymouth for the fire tower behind the village hall. Fire equipment was stored in the bottom of the tower and hoses were hung there to dry. Before 1900, when Plymouth had no telephones, several bells around town alerted volunteer firemen. The bells were supposed to be rung in specific patterns to show where a fire was, but excitement sometimes led the person ringing to forget the code and simply keep ringing. Plymouth's first village hall was completed in 1889 and included the Village Opera house on the second floor, and it was replaced by the current city hall in 1964.
